Following policies of rural mobilization, the CCP established base areas and border region governments, as it could. Deng, for example, spent most of this time not in Yan’an but in the border region centred on the Taihang Mountains, where Shanxi, Henan and Hebei provinces meet. By the time of Japan’s defeat the CCP controlled well over a quarter of China’s population. The end of the Sino-Japanese War saw repeated attempts to avoid confrontation between the Nationalists and the CCP, but these soon failed.

However, factions within the CCP are extremely fluid—not institutionalized or highly organized as, for example, in Japan’s Liberal Democratic Party. Consensus and unity, rather than the divisions often associated with factions, are most definitely the order of the day for both traditional and contemporary reasons. The CCP has inherited a considerable portion of traditional Chinese political culture, not least that which emphasizes to a degree almost unimaginable in the West the requirement to maintain harmony.

In 1909 at the age of 5, Deng Xiaoping started out on the traditional path to imperial service by being enrolled in a private preparatory school to be educated in the Confucian classics. However, with the collapse of the imperial system and the revolution which overthrew the Qing dynasty in 1911 there was little point in continuing. Deng was enrolled instead in a primary school with a modern curriculum and later graduated to the middle school in Guang’an. From there he moved to study first in Chongqing, and then in France.
