Politicians and government officials, social reformers, and the popular press heralded the New York City schools of the 1920s as bright intellectual and social machines that scientifically organized and monitored the work of teachers and students. Here was the epitome of modern scientific rationality and order, financial efficiency, and democratic opportunity.

Scientific rationality and technology would save the modern school. But teachers experienced otherwise. This book is organized around four recurring themes that characterized teachers' stories of their work in the 1920s. These themes were repeatedly highlighted by teachers as the basic organizational characteristics of city schools, and they serve as a kind of roadmap to the internal ordering of their labor. These themes, and not the visions of school reformers, provide the internalized narrative of city teachers' experiences at work.
