In addition to direct governmental instructions, economic motivation systems and influence exerted on the outlook of researchers may also be of decisive importance. Naturally, the organization and methods of management required depend on the perspectives of building re­ search in the country concerned: programmes aimed at revolutionary quantitative and qualitative changes require strong management machinery, while a slight 30 Organizational Structure and Manpower Resources polishing up to traditional methods may be expected from the se If-regulating mechanism of the research market.

The researchers in the building field, tne manpower from whom the solution of the research problems of building can be expected, deserve particular attention. The national system of information and management mentioned above should take into account the available manpower with a breakdown referring to researchers. In addition to project files it is also necessary to maintain personal files, providing orientation on the special knowledge and fields of interest of re­ searchers. When launching especially large-scale and up-to-date national building research programmes it may be necessary not to rely primarily on a given organizational structure but on the manpower actually available, taking directly from this stock a group of persons capable of solving the new problem.

This system should be a suitable source of information for researchers, its basic task is, however, to orientate government-level management on projects completed or initiated by the national network of building research. Many people think that governmentlevel management cannot descend to the level of projects requiring an input of between 0 . 5 and 10 man/years. It is assumed that government level management can only orientate itself on the level of large-scale national programmes, gene­ rally of the order of some hundred man/years.
